中国区域创新能力差异变动实证分析   总被引:6,自引:0,他引:6  
区域创新能力是决定区域经济发展水平和经济增长实力的关键,在建设"创新型国家"的战略背景下,各省市越来越注重区域创新能力的建设。区域创新能力作为一个动态的发展过程,其差异在不断变化,差异可能扩大也可能缩小,区域创新能力的差异性及随时间的波动性对政府相关管理部门的决策具有重要影响。本文以发明专利申请量和大中型工业企业新产品产值衡量区域创新能力,运用Theil系数模型测算了1990-2008年间我国发明专利申请量和大中型工业企业新产品产值的区域差异变动情况。结果发现:发明专利申请量区域差异变动呈现S型曲线;大中型工业企业新产品产值区域差异变动呈现近似倒U型曲线;区间差异和东部地区内部差异在总差异中占主导地位。在此基础上,本文进一步提出了缩小我国区域创新能力差异的针对性政策建议。  相似文献

Some argue that a collective vision for the future of the Laurentian Great Lakes is embodied in the␣Great Lakes Water Quality Agreement (GLWQA). The GLWQA is a binational agreement, first signed in 1972 by Prime Minister Pierre Trudeau and President Richard Nixon, wherein the two countries (the Parties) commit to “restore and maintain the chemical, physical and biological integrity of the waters of the Great Lakes Basin Ecosystem.” Article X of the Agreement states that the Parties shall conduct a comprehensive review of the operation and effectiveness of this Agreement following every third biennial report of the [International Joint] Commission (IJC). The IJC’s 12th Biennial Report, released in 2004, triggered this important science, program, and policy review which commenced May 2006. This essay makes the case for a rigorous review, that explores deliberately the future scope of the Agreement to protect the world’s largest surface freshwater resource, and calls for innovation in the governance regime of this binational ecosystem.  相似文献

This study examines ten programmes to advance energy efficiency and retrofitting of existing, private sector buildings in C40 cities in Asia-Pacific and USA. We set out to identify differing policy approaches, together with potential impacts and implementation challenges for each. Findings unearthed six policy models – both mandatory and voluntary – with unique impacts and challenges. We demonstrate that innovation occurs without new policy inventions and largely by necessity, as new features are added and generic models are adapted to local circumstances. Our sample demonstrated experimentation with benchmarking in the USA, comprehensive regulation in Asia, and voluntary approaches in Australia. Overall, environmental impacts are particularly slow to emerge and plagued with attribution challenges. We found limited evidence of benchmarking programme effectiveness in reducing energy consumption in the short-term, but some indication of mid-term outcomes. Driven by unique local circumstances, the cap-and-trade model stood out by fostering large, sustained and attributable GHG emission reductions and retrofitting. Market and social impacts are highly significant across all programmes, highlighting needs to consider non-environmental impacts in policy evaluation. We emphasise the complementary potential of voluntary and regulatory approaches to advancing energy efficiency and climate resilience. We also underscore the potential for reporting or benchmarking programmes to later transition to models mandating performance improvements, such as cap-and-trade.  相似文献

The recent accelerated growth rates or efforts to emulate countries that have achieved a rapid pace of economic growth are widely acclaimed as means to uplift millions from poverty. In so doing, however, this rapid economic growth is most likely to coincide with unsustainable levels of consumption, place excessive pressure on life support systems and terrestrial sinks and foreshorten options for the future. Rather than pursuing the "Environmental Kuznets Curve" (EKC) hypothesis that higher income will bring with it the means to reduce the impacts of greater consumption, ecological economists assert that buying our way out of future scarcity with fast growth is indeed contradictory with sustainability. To better understand these contradictions and explore potential institutional innovations that may enable developing nations to better confront them (in effect, "tunneling under" the EKC), this article refers to recent experience in the BRICS countries (Brazil, Russia, India, China and South Africa). Beginning with a brief comparative summary of major development and environmental indicators, pressures on resources and society in each of the BRICS are discussed, followed by identification of institutional and policy frameworks each country has evolved to confront the challenges of growth and sustainability. The article closes with general conclusions for further research and information sharing among developing nations.  相似文献

一体化深化背景下,准确把握城市群创新互动关系,对于推动高质量发展具有重要现实意义。空间溢出是创新发展互动关系重要体现之一,基于城市尺度数据、空间计量方法,对长江三角洲创新发展空间溢出效应进行多角度研究。主要结论如下:(1)城市创新发展存在显著为正的空间溢出效应,创新人才、资金投入、经济发展、交通设施和对外开放等都是创新发展重要驱动因素,但不同因素空间溢出效应存在差异。(2)不同区域、不同时期对比发现,创新发展空间溢出效应存在显著差异,如区域对比核心区时间演变明显增强等。(3)空间溢出效应随距离增加呈现“倒U型”演变趋势,且这一效应在325 km处最大,而后空间溢出效应的缓慢波动下降与中心城市相对均衡分布有关。本文为识别城市创新发展互动关系提供了新视角,对推动城市群创新发展、一体化深化等具有现实指导意义。  相似文献

针对我国省际间对内开放度不平衡发展下工业绿色创新可能存在的地区异质性及空间趋同性,构建对内开放度评价指标体系,利用组合评价方法对30个省级单位的对内开放度进行了综合评价,并通过基尼系数等变异指标比较省际间对内开放度的地区差异,利用2005~2014年的省级面板数据建立空间计量模型检验了省际间对内开放度约束下工业绿色创新的空间趋同性.研究发现:我国省际间对内开放度在时间维度上表现出增加-降低的发展特点,而空间维度上存在东高西低的地区异质性特征.其中,东部地区间对内开放度的内部差异最大,西部次之,中部最小.我国整体及东部地区省际间工业绿色创新的分散离散程度将随时间推移而变化,但中西部地区工业绿色创新波动较大,尚需进一步调整改善;我国整体及东中西部地区工业绿色创新均会随时间推移达到一致的长期均衡,并且其邻近地区因经济发展情况、技术环境、研发水平等特征相似而呈现出的长期相互趋同.加速省际间对内开放、提高经济发展水平、适当放宽环境管制政策是促进我国整体和东部地区工业绿色创新能力提升的重要因素;提高经济发展水平和科学适宜的环境管制强度是促进中部和西部地区工业绿色创新能力提升的重要因素.省际间对内开放度的地区异质性来源及省际间对内开放约束下工业绿色创新的空间趋同情况,有利于我国在新经济形势下缩小省际间对内开放差异、加速对内开放,进一步提升工业绿色创新能力.  相似文献

Overtime work has been blamed for the deterioration of employee satisfaction and productivity. However, the organization‐level implications of overtime work as a normative expectation remain unclear. In this study, such effects were analyzed through human capital theory and a causal attribution approach. Various organizational outcomes and boundary conditions were explored in explaining these implications. The analysis of time lagged data from 273 firms affirmed that a firm's overtime level was related negatively to employee satisfaction. However, it was positively related to the firm's productivity and curvilinearly (inverted U‐shaped) related to innovation. The effects of the firm's overtime level on firm productivity and innovation were also moderated by organizational trust. This study highlights the costs and benefits of overtime work as tools for utilizing human capital and reveals the critical contingency of organizational trust that enables firms to attenuate the costs of the overtime level and accentuate its potential benefits.  相似文献

本文根据采油厂生产过程风险特点,以生产单元为对象,通过建立全员参与的HSE监督检查体系,实现对采油厂HSE监督检查标准的统一规范,利用开发的HSE监督检查信息集成平台,创建完成采油厂HSE监督检查管理系统。在大庆油田第五采油厂的应用实践显示,其能为采油厂带来巨大的风险管理效益,是全面落实直线与属地HSE责任的有效载体。对于采油厂有效实施HSE监督检查具有重大意义,是HSE管理制度的一种创新。  相似文献

The business environment faced by contemporary organizations is highly uncertain and constantly changing. Thus, organizations have adopted and implemented a continuous stream of innovations to achieve sustainable growth and survival. Considering the demand for additional resources to implement innovations, the present study explores organizational conditions that may lead to innovation‐targeted burnout and fatigue among employees, which impede their active participation in a subsequent innovation. To this end, we propose a theoretical framework that elucidates the effects of previous innovations on the subsequent implementation behavior of employees. We identify two dimensions of the cognitive appraisal of previous innovations (i.e., intensity and failure) that shape employees' beliefs regarding innovations, such as innovation‐targeted helplessness, which ultimately results in innovation fatigue. Data collected from 84 managers and 397 employees of Chinese and Korean organizations prove the significant role of employee perceptions of previous innovations in shaping the innovation‐targeted helplessness and fatigue of employees, which ultimately affect employee behavior toward a subsequent innovation. The present conceptual and empirical analyses suggest that given continuous streams of innovation implementation, managers should carefully consider employee's perceptions of previous innovations (i.e., intensity and failure) for successful implementation of a subsequent innovation.
